Nominating Committee
The District Governor appoints a district officer nominating committee at least six weeks prior to the annual business meeting when the elections will be held. The committee must have at least five members. Preferably each member of the committee should be from a different division within the district. None of the members of the nomination committee should have served on it the prior year. No Board of Directors member should serve on the nomination committee. Bias and conflict of interests should be watched for so that no committee member has a strong relationship with any of the candidates.
The normal chair of this nomination committee is the immediate past district governor. The committee selects candidates for the elective district offices and submits the list, in writing, to the District Governor. The District Governor must submit it to all members of the district council at least two weeks prior to the annual business meeting. In the event that the committee report is not available at least two weeks prior to the election meeting, then all candidates run from the floor at the business meeting.
Any member of the district can nominate any member of the district for any elective district office. The nomination committee should screen the candidates to assure they are members in good standing and meet the qualifications for the office to which they were nominated.
The committee's main objective is to find the best candidates for each office. Given that, the committee should not limit the search to only those that are nominated or have expressed interest in being elected. The committee should consider all eligible district members.
The committee can ask the candidates to personally meet with the committee for an interview. Once the committee has invited one candidate for a particular office, all candidates for that same office must also be invited.
All committee members shold have the opportunity to express his/her opinions and concerns. Each committee member casts one vote for each elective office.
Qualifications for the elective offices include:
District Governor:
- Six consecutive months as a Club President
- Twelve consecutive months as a Lt. Governor or Division Governor or a combination of the two
- The time served can be counted as to when the candidate would assume the office of District Governor
Lt. Governor:
- Six consecutive months as a Club President
- Twelve consecutive months as a Lt. Governor, Division Governor or Area Governor or a combination of the any of them
- The time served can be counted as to when the candidate would assume the office of Lt. Governor
Division Governor:
- Six consecutive months as a Club President or Vice-President Education
- The time served can be counted as to when the candidate would assume the office of Division Governor
Area Governor:
- If possible, Six consecutive months as a Club President or Vice-President Education
- The time served can be counted as to when the candidate would assume the office of Area Governor
Each of the nominees selected by the committee must sign the Officer Agreement and Release Statement. This form will be sent to World Headquarters.
Once the committee has submitted its list of nominee candidates, the nominees have the right to withdraw. Also, at the annual business meeting, additional candidates may be nominated from the floor.
